AN ORDINANCE OF THE CITY OF WHITEHOUSE, TEXAS AMENDING CODE OF ORDINANCES SECTION 50.36 WATER WELL PERMIT AND SECTION 50.37 APPLICATION FOR PERMIT ; RECODIFYING THE REMAINING PROVISIONS OF CHAPTER 50 WATER SERVICES ACCORDINGLY; PROVIDING THE PURPOSE, FOR A WATER WELL PERMIT, PROHIBITING CROSS-CONNECTION, AN APPLICATION FOR PERMIT, REVIEW OF APPLICATION, PERMIT ISSUANCE AND CONDITIONS, PREVENTION OF CONTAMINATION OF PUBLIC WATER SUPPLY, FOR ILLEGAL USE OF SANITARY SEWER SYSTEM, FOR CONVEYANCE OF PROPERTY, FOR NOTICE OF VIOLATION AND PERMIT RECOVATION, AND ESTABLISHING A PENALTY.

PENALTIES.

A person commits an offense if the person violates any provision of this ordinance. An offense under this section is considered a Class C misdemeanor, and, upon conviction in the municipal court of the City of Whitehouse, Texas, shall be fined in an amount not to exceed the sum of TWO HUNDRED DOLLARS ($ 200.00) for each offense and a separate offense shall be deemed committed each day during or on which an offense occurs or continues.

CITY OF WHITEHOUSE, TEXAS
NOTICE OF INTENTION TO ISSUE
CERTIFICATES OF OBLIGATION

NOTICE IS HEREBY GIVEN that the City Council of the City of Whitehouse, Texas, at its meeting to commence at 6:00 P.M. on March 10, 2020, at the City Council Chambers, 311 East Main Street, Whitehouse, Texas, tentatively proposes to adopt one or more ordinances authorizing the issuance of interest bearing certificates of obligation, in one or more series, in an amount not to exceed $645,000 for paying all or a portion of the Citys contractual obligations incurred in connection with: (i) constructing, acquiring, equipping, and installing additions, extensions, and improvements to the Citys Water and Sewer System, and (ii) legal, fiscal and engineering fees in connection with such projects. The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law and from a limited pledge of surplus revenues of the Citys Water and Sewer System, remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve, and other requirements in connection with all of the Citys revenue bonds or other obligations (now or hereafter outstanding), which are payable from all or any part of the net revenues of the Citys Water and Sewer System. The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

In accordance with the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended (Chapter 271), the following information has been provided by the City (excludes $2,290,000 principal amount of outstanding debt obligations the City has designated as self-supporting and which the City reasonably expects to pay from revenue sources other than ad valorem taxes; provided, however, that in the event such self-supporting revenue sources are insufficient to pay debt service, the City is obligated to levy ad valorem taxes to pay such debt obligations): (i) the principal amount of all outstanding debt obligations of the City is $15,688,000; (ii) the current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $18,367,851; (iii) the maximum principal amount of the certificates of obligation to be authorized is $645,000; (iv) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $799,914; (v) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (vi) the maximum maturity date of the certificates of obligation to be authorized is August 15, 2035. The resolution designating certain outstanding debt obligations of the City as self-supporting for purposes of Chapter 271 is available upon request to the City at the address noted above.

East Texas Council of Governments (ETCOG), administrative unit for the Workforce Solutions East Texas (WSET) Board is soliciting proposals from qualified entities for the management and operation of its Child Care Services Centers. The Child Care and Development Program is the Child Care delivery system that assists families in becoming self-sufficient by providing direct services to children. Parents choose Child Care Providers who have a Provider Agreement with Child Care Services or choose Relative Providers. Child Care for eligible families is purchased by the government through Child Care Services. Bid proposals must be received at ETCOG no later than the Bid Opening at 11:00 A.M. on February 14, 2020 as referenced in the RFP document.
