The Liberty City Water Supply Corporation (LCWSC) is a member-owned, non-profit corporation incorporated pursuant to the Texas Water Code Chapter 67, and the provisions of the Texas Business Organizations Code applicable to member owned member controlled non-profit corporations for the purpose of furnishing potable water and/or sewer utility service.
Fire hydrants installed within the Corporation's water distribution system are provided at the convenience of the Corporation. While the fire hydrants may from time to time provide fire flow capacities, the existence of the hydrants or over-sized or looped waterlines does not imply any responsibility on the part of the Corporation to guarantee fire flow requirements of local, county, state or federal government agencies. Fire hydrants paid for by individuals and donated to the Corporation for county volunteer fire department use shall remain in place for such use as 'refill only' of fire trucks. Representation by homeowners, insurance companies, real estate agencies or any other individuals that LCWSC guarantees fire flow capabilities to suppress fire at any level is misleading and inaccurate.
Additionally, some service installations, re-serviced accounts, transferred accounts and other required services may have been retrofitted with a dual check valve to insure that contaminants from the customer's side of the water service cannot backflow into the system. The installation of a dual check valve creates a closed system. All hot water heaters must have a working pressure relief valve (pop-off valve) or a thermal expansion tank to guard against damage from high pressure created by thermal expansion. LCWSC recommends that you contact a plumbing professional if you do not know the maintenance requirements of your hot water heater.

REQUIREMENT TO COMPLY WITH
THE SUBDIVISION SERVICE EXTENSION POLICY OF LIBERTY CITY WATER SUPPLY CORPORATION
Pursuant to Chapter 13.2502 of the Texas Water Code, Liberty City Water Supply Corporation hereby gives notice that any person who subdivides land by dividing any lot, tract, or parcel of land, within the service area of Liberty City Water Supply Corporation, Certificate of Convenience and Necessity No. 10408 and/or 20151, Gregg County, Texas, into two or more lots or sites for the purpose of sale or development, whether immediate or future, including re-subdivision of land for which a plat has been filed and recorded, or requests more than two water or sewer service connections on a single contiguous tract of land, must comply with the Service Extension Policy stated in the tariff (the "Subdivision Policy") contained in the Liberty City Water Supply Corporation's tariff.
Liberty City Water Supply Corporation is not required to extend retail water or sewer utility service to a service applicant in a subdivision where the developer of the subdivision failed to comply with the Subdivision Policy.
Among other requirements, the Subdivision Policy requires:
Applicable elements of the Subdivision Policy, depending on the specific circumstances of the subdivision service, may include:
Evaluation by the Liberty City Water Supply Corporation of the impact a proposed subdivision service extension will make on the Liberty City Water Supply Corporation's water supply/sewer service system and payment of costs for this evaluation;
Payment of reasonable costs or fees by the developer for providing water supply/sewer service capacity;
Payment of fees for reserving water supply/sewer service capacity;
Forfeiture of reserved water supply/sewer service capacity for failure to pay applicable fees;
Payment of costs of any improvements to the Liberty City Water Supply Corporation's system that are necessary to provide the water/sewer service;
Construction according to design approved by Liberty City Water Supply Corporation and dedication by the developer of water/sewer facilities within the subdivision following inspection.
