Nathaniel Lacy was born October 2, 1961, in Tyler, Texas. He graduated from John Tyler High School, and went on to serve in the United States Air Force where he was stationed in the Philippines. It was there that he met and married his wife of 33 years, and to this union three daughters were born. Upon return to the U.S., he earned his bachelors degree from University Name(?) and spent the rest of his career in the IT Industry.
Nathaniel was preceded in death by his father, Albert Lacy.
Survivors include his wife, Irene Lacy of Kansa City, Missouri; mother, Helen M. Lacy of Tyler, Texas; daughters, Cynara Fisher, Tamika Gholston, and Nicole Newton, all of Kansas City, Missouri; brother, Manuel Lacy, and sisters, Ardell Lacy-Scott and Regina Lacy-Edwards, all of Tyler; and six grandchildren.

Mary Pat Eaves

Mary Pat passed away peacefully Wednesday, December 25, 2019 in Tyler. She was born April 4, 1946 in Dallas to the late Newlyn D. and Nell Owen Green.
Mary Pat will be lovingly remembered for her many contributions to education and teaching, for her boundless support of the Overton community, for her unique gifts of humor and lifelong friendships, for the love and devotion she gave her family, friends, and students, for her delicious chocolate-chocolate-chip cakes, and for a life full of accomplishment that was truly well-lived. In all of her pursuits, she exhibited a generous and loving mission to serve others. As an established, well-respected, and much-loved member of the Overton community and well beyond, Mary Pat will be truly missed.
Besides her parents, she is her brother, Dr. Maurice S. Green, and her son-in-law Dr. William C. Cummins.
Mary Pat is survived by her husband of 53 years, Donald B. Eaves of Overton; two daughters and a son-in-law, Mary Carole Cummins and Catherine and Victor Veltze; three grandchildren; and numerous other family members and a host of friends.

Mr. Wideman died January 12, 2020.
Ronald Wayne Wideman was born October 13, 1950 to Charlie W. Wideman and Joyce Jardon Wideman in Tyler, Texas. He attended Carver Elementary School and was graduate of John Tyler High School.
He was previously employed by the Houston Transit Authority and Wideman and Sons Asphalt Paving Company.
He was affiliated with Hopewell #1 Baptist Church, New Life Community Church and Family of Faith Christian Church.
He was preceded in death by his parents, Charlie & Joyce Wideman, 2 brothers Charlie Ray Wideman and Stevy Don Wideman.
He is survived by his sister, Dorothy Wideman; many nieces, nephews, cousins and lifelong friends.
Public viewing at the funeral home Friday, 1:00-8:00 pm.

Lois Cole Rachuig
TYLER Lois Cole Rachuig, 85 of Tyler, went to her Heavenly home on Wednesday, January 15, 2020. She was born November 13, 1934 in Tupelo, Mississippi to the late John and Lidy Kate Hill.
Lois moved to Ft. Worth as a child, and graduated from High School as Valedictorian at the age of 16. She then started her career as an executive secretary and worked for various companies for 44 years. She had lived in Houston and most of her married life in Tyler. She was married to L.B. Bob Cole for 41 years until his death, then married her second husband, Charles Rocky Rachuig in 2001 until his death in 2011.
Lois was strongly involved with her family, enjoyed reading, traveling with friends, playing Bridge and Dominoes. She was known to have an open ear for her friends and family to talk with. She was strong in her Faith and her life reflected that Faith. She was not only preceded in death by both husbands but by three brothers.
Survivors are her loving children, Scott Cole and wife, Diane of Bullard, Brad Cole and wife, Kim of Wills Point and Christy Kee and husband, Steve of Whitehouse; 8 grandchildren, Cole, Haley, Christy, Kathleen, Justin, Jessie, Jenny and Jonathan and 7 great-grandchildren.
A Service to celebrate Lois will be at 2:30 p.m. Saturday, January 18, 2020 in the Chapel of Jacksons Burks Walker Tippit Funeral Home with Rev. Ron Herring officiating. Burial will be at Whitehouse Cemetery. PENALTIES.

A person commits an offense if the person violates any provision of this ordinance. An offense under this section is considered a Class C misdemeanor, and, upon conviction in the municipal court of the City of Whitehouse, Texas, shall be fined in an amount not to exceed the sum of TWO HUNDRED DOLLARS ($ 200.00) for each offense and a separate offense shall be deemed committed each day during or on which an offense occurs or continues.

NOTICE OF INTENTION TO ISSUE
CERTIFICATES OF OBLIGATION

NOTICE IS HEREBY GIVEN that the City Council of the City of Whitehouse, Texas, at its meeting to commence at 6:00 P.M. on March 10, 2020, at the City Council Chambers, 311 East Main Street, Whitehouse, Texas, tentatively proposes to adopt one or more ordinances authorizing the issuance of interest bearing certificates of obligation, in one or more series, in an amount not to exceed $645,000 for paying all or a portion of the Citys contractual obligations incurred in connection with: (i) constructing, acquiring, equipping, and installing additions, extensions, and improvements to the Citys Water and Sewer System, and (ii) legal, fiscal and engineering fees in connection with such projects. The City proposes to provide for the payment of such certificates of obligation from the levy and collection of ad valorem taxes in the City as provided by law and from a limited pledge of surplus revenues of the Citys Water and Sewer System, remaining after payment of all operation and maintenance expenses thereof, and all debt service, reserve, and other requirements in connection with all of the Citys revenue bonds or other obligations (now or hereafter outstanding), which are payable from all or any part of the net revenues of the Citys Water and Sewer System. The certificates of obligation are to be issued, and this notice is given, under and pursuant to the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended.

In accordance with the provisions of Texas Local Government Code, Subchapter C of Chapter 271, as amended (Chapter 271), the following information has been provided by the City (excludes $2,290,000 principal amount of outstanding debt obligations the City has designated as self-supporting and which the City reasonably expects to pay from revenue sources other than ad valorem taxes; provided, however, that in the event such self-supporting revenue sources are insufficient to pay debt service, the City is obligated to levy ad valorem taxes to pay such debt obligations): (i) the principal amount of all outstanding debt obligations of the City is $15,688,000; (ii) the current combined principal and interest required to pay all outstanding debt obligations of the City on time and in full is $18,367,851; (iii) the maximum principal amount of the certificates of obligation to be authorized is $645,000; (iv) the estimated combined principal and interest required to pay the certificates of obligation to be authorized on time and in full is $799,914; (v) the maximum interest rate for the certificates may not exceed the maximum legal interest rate; and (vi) the maximum maturity date of the certificates of obligation to be authorized is August 15, 2035. The resolution designating certain outstanding debt obligations of the City as self-supporting for purposes of Chapter 271 is available upon request to the City at the address noted above.
