Sealed bids for the unit price general construction contract for the installation of approximately 2,500 LF of 4" to 10" sewer line, 2,600 LF of 2" to 8" water line, and 5,900 SY of asphalt paving, with associated appurtenances will be received by the City of Arp at the office of City Hall, 109 West Longview, Arp, TX 75750 until 2:00 p.m. on May 24, 2017, at which time bids will be publicly opened and read aloud.

The Plans, Specifications, and other Contract Documents may be examined at the following places:

City Hall, 109 W. Longview, Arp, TX 75750. Hayter Engineering, Inc., 4445 S.E. Loop 286, Paris, TX 75460, 903-785-0303.

Copies of the Contract Documents may be obtained from Hayter Engineering, Inc., at the above address upon the payment of $65 (payable to Hayter Engineering, Inc.) for each set, which is not refundable.

Copies of Contract Documents are also available as a pdf download upon payment of $25. Call Hayter Engineering, Inc. at 903-785-0303 for more information.

The OWNER reserves the right to waive any informalities or to reject any or all bids.

Each BIDDER must deposit with his bid, security in the amount, form, and subject to the conditions provided for in the Instructions to Bidders.

All bids shall remain good and may not be withdrawn for 90 calendar days after the actual date of the opening thereof.

The City of Arp will receive bids for the replacement of utilities and the paving of asphalt along Barron St. until 2:00 p.m. on May 24, 2017 at Arp City Hall, 111 West Longview, Arp, TX 75750. where the bids will be publicly opened and read aloud.

Bids are invited for several unit price items of work, including 1,100 LF of 8" PVC sewer line, 1,500 LF of 6" PVC water line, and approximately 3,380 SY of HMAC pavement reconstruction.

Bid/Contract Documents, including Drawings and Technical Specifications are on file at Hayter Engineering, Inc., 4445 SE Loop 286, Paris, TX 75460, 903-785-0303.

Copies of the Bid/Contract Documents may be obtained by paying $75 to Hayter Engineering, Inc. at the above address for each set of documents obtained, which is non-refundable. Bid/Contract Documents are also available as a pdf download or on CD from Hayter Engineering, Inc. upon payment of $25. Call 903-785-0303 for more information.

A bid bond in the amount of 5 percent of the bid issued by an acceptable surety shall be submitted with each bid. A certified check or bank draft payable to the City of Arp or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond.

Attention is called to the fact that not less than, the federally determined prevailing (Davis-Bacon and Related Acts) wage rate, as issued by the Texas Department of Agriculture Office of Rural Affairs and contained in the contract documents, must be paid on this project. In addition, the successful bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, sexual identity, gender identity, or national origin. Adherence to the grant recipients Section 3 Policy is required for contracts and subcontracts in excess of $100,000.00.

The City of Arp reserves the right to reject any or all bids or to waive any informalities in the bidding.
